When should we handle the upgrade in-house?
When your team has the relevant experience, dedicated capacity, and a test plan. A small, understood change can be a good internal project. If an attempt has stalled, identify the missing expertise or time before restarting it.
Can a freelancer or agency offer a fixed-price engagement?

What does our team still need to do?
